French authorities have escalated an investigation into Elon Musk and his social media platform, X, formally launching a criminal probe. The Paris public prosecutor's office announced the shift in status on Thursday, focusing on serious allegations involving child sexual abuse imagery and disinformation generated by the platform's artificial intelligence system, Grok.
The investigation into X began in early 2025, initially targeting concerns over algorithmic manipulation that could influence French politics, notably including allegations that Grok was used to disseminate content denying the Holocaust—an act criminalized under French law—and generating explicit deepfake images without consent.
In a related development, the Paris offices of X were raided in February, which Musk characterized as a 'political attack'. At that time, authorities seized evidence as part of their inquiries into the platform's operational practices.
Musk and Linda Yaccarino, the former CEO of X, were invited for 'voluntary interviews' on April 20 regarding these allegations. However, neither appeared for questioning, a decision that prosecutors have stated will not impact the ongoing investigation.
The French cybercrime unit is now examining possible complicity in the possession and distribution of child exploitation materials, the creation and sharing of explicit deepfakes, and the manipulation of automated systems to spread misinformation within an organized group context.
Grok, developed by Musk's xAI, has angered advocates and legislators globally, particularly after it generated a wave of sexualized deepfake images in response to user queries earlier this year. This function has raised significant ethical and legal questions about AI deployment and corporate accountability.
The implications of this investigation go beyond Musk and X, as it touches on the broader issues of digital governance, accountability of social platforms, and the role of AI in perpetuating harmful content. If found guilty, the repercussions could have significant legal ramifications for X and potentially reshape regulatory frameworks around emerging technologies within the EU.
Next steps in this case involve continued examination of the evidence collected during the raids and any newly surfaced information from other witnesses or involved parties. The investigation’s progression will undoubtedly attract considerable media attention, not only for its high-profile nature but also for its potential to set a precedent in the prosecution of tech companies over content moderation failures.
